Job Summary
The Assistant Manager, HR Services Systems, APEC is responsible for supporting the effective operation, governance and continuous improvement of HR systems and associate data processes across the region. The role ensures that HR platforms, reporting processes and data controls are accurate, reliable and aligned to business, statutory and compliance requirements. Working closely with HR, Payroll, Finance, Technology, external vendors and government agencies, the role provides practical operational support, resolves system and data issues, coordinates recurring submissions and helps strengthen consistency, audit readiness and process efficiency across APEC markets.
Key Responsibilities
- Manage the operational governance of regional HR platforms, including HRMS/mHUB and related systems.
- Maintain data integrity, accuracy and audit readiness through controls, reconciliations and regular reviews.
- Develop recurring reports, dashboards and workforce analytics for HR Business Partners and leadership.
- Coordinate scheduled data submissions and audits involving systems such as Mercer Flex Wallet, mHUB, BIPO and Position Management Tool (PMT).
- Support statutory, regulatory and company reporting requirements across the region.
- Identify and implement opportunities for workflow automation, process standardization and system enhancement.
- Document system processes, controls, ownership and user guidance.
- Partner with HR, Payroll, Finance, Technology and external vendors to resolve system and data issues.
- Support user testing, implementation, training and change management for system enhancements.
- Manage the end-to-end relocation process, including coordination of relocation activities, visa and immigration requirements, associate data updates and related documentation, while partnering closely with both APEC C&B and IC&B teams to ensure alignment on applicable benefits, allowances and mobility support.
- Perform any other duties and responsibilities as reasonably assigned or instructed by the business from time to time.
Required Skills and Experience
- Relevant experience in HR operations, HR shared services, HR systems administration or a similar role supporting associate data, reporting and process governance.
- Good working knowledge of HR systems and related platforms, with the ability to maintain accurate records, troubleshoot issues and support system enhancements.
- Strong attention to detail and comfort working with large volumes of associate data, including reconciliations, audit checks and recurring reporting requirements.
- Ability to manage statutory, regulatory and internal reporting requirements accurately and within agreed timelines.
- Experience liaising with internal stakeholders, external vendors and government agencies, with clear follow-through on enquiries, submissions and issue resolution.
- Strong communication and stakeholder management skills, with the ability to explain system, data and process requirements clearly to different audiences.
- Well organized and able to manage multiple priorities across markets, deadlines and recurring operational cycles.
- High level of proficiency in Microsoft Excel, Power BI, PowerPoint and other Microsoft Office applications and reporting tools, with experience in data analysis, dashboard creation, tracking and preparing management presentation decks and information.
- Ability to deliver presentations to Business Partners and other key stakeholders
Preferred qualifications
- Postgraduate degree in Human Resources, Information Systems, Business Analytics or a related discipline.
- 4-6 years' experience with HRIS operations, HR data management or regional HR shared services.
- Strong reporting, analytical and data-reconciliation capabilities.
- Understanding of data governance, privacy, internal controls and audit requirements.
- Ability to coordinate multiple stakeholders and priorities across APEC markets.
